It's a smokescreen - ask 'who benefits?'
The Connecticut suit, where no one has been injured by their own choice to ignore the repeated communications from Vonage, benefits only two parties: the established Telcos, and the Connecticut Department of Revenue which has taxing authority over the Telcos, but not VoIP.

With Vonage making very public their efforts to work with the established Telcos, and reporting the support or lack of support from the Telcos, has been working the PR angle to establish that they are trying to resolve the issues. But while they report cooperation from some Telcos, they've also made very public the problems with others. It appears that Verizon has chosen to work with them rather than risk being pulled into the lawsuits. Meanwhile, until recently, SBC resisted, and last I heard are still not in a hurry to implement even a test case of a solution.

As an FYI on why I feel Vonage is offering sufficient information on their e911 solution: When I signed up for Vonage in Fall 2004, their initial site only listed the limit of 911 in small print; but once I sent my sign-up information, I received at least four different emails from them which clearly mentioned the limits of their e911 service, and reminding me to register my information. In the settings area of their site, the e911 area was at that time and remains today at the very top and in red type, emphasizing that the user must register their location and mentioning the limits of VoIP e911 solutions.
