I'd like to see a cloud done *without* SOA.

Great point and it's good that most cloud offerings today are already fairly service-oriented and often have well-design APIs (particularly Amazon's) that essentially turn them into "clouds as a service".

But the real issue of course, as you're pointing out, is that thinking about the cloud as an extension of your SOA and in a fully service-oriented manner -- including loose coupling, management, governance, and security -- will be the shortest and most successful route to the effective use of cloud computing for most organizations.
