Great article, providing reassurance that SOA is very much alive and kicking and underscoring the notion that SOA exists at a strategic business level. With regard to approaching SOA from a "service portfolio management" perspective, I'd like to add that ITIL can really help set a nice foundation for quality SOA. Sure, it may be faddish and fluffy to technologists, but many execs are vested in it and, if nothing else, it provides a clear window into the soul of the IT/business relationship. Designing SOA solutions in alignment with ITIL-based IT services is a great way to stack the deck in your favor.
