It all depends on what is meant by lead...

While an organization moves through the SOA levels of maturity, differing roles become increasingly important. We will be training our Analysts to take a leadership role in our SOA maturity initiative. The analyst should be able to build a domain model with the business, and define the business level services as any interactions with that domain model. They will define a business function in relation to a single business process; project context. Not the only scope of an analyst, but their role in SOA.

An architect's job is to understand the relationships between a family of things, not to define how a specific family member should be built. So, a business architect should understand the relationships between business functions and all processes that reuse a single function. These constraints, enterprise context, or architecture should refine an analyst's design of a service, and make that service enterprise ready. A business service that can be used in multiple business processes, can be composed in many compositions, can be orchestrated...

Analysts and architects each have a role to play. There is some overlap; it's called collaboration. Let them do their jobs and collaborate when appropriate.
