SOA not just an enterprise level notion
The article assumes that SOA is only applied at the enterprise level. As noted many times in the past, SO is a style that can be applied at any architectural level.

So the right question isn't "who leads SOA" but instead "who leads enterprise architecture" -- or business architecture or application architecture or integration architecture, etc.

The answer is always -- an architect! happy

The responsibilities of an architect are wide and varied, particularly at the higher levels of abstraction. Chief among these is the need to balance the various inputs and constraints from the various stakeholders. The architect must be conversant and credible with each of these.
