who decides SOA?
Another good article Joe. I am interested in this:

"SOA (or a shared-services model) isn't an IT decision for most respondents, however. Sixty-four percent of respondents say the decision rests with political leaders or C-level board members."

Of course we all know that any IT function has to start from a business problem. Once defined, then architects decide how best to deliver it. I find the quote interesting because I figured the IT department would be the biggest advocate for SOA. They see the efficiencies and reuse because they are delivering the services technically. Certainly there are business decisions affecting reuse (and hence get to the CxO level), but I would have thought the IT folks were bigger drivers. Interesting.
