business drivers are key
I've found that no matter how great the architecture and no matter how great the standards, changing an implementation needs to be a business decision. If the business is working well, why would anyone want to re-engineer? People will eventually move to SOA, but it won't be because it is so spiffy and great. It will be first and foremost because their current implementation no longer meets their business needs. Once they make that decision, then they are freer to think about re-engineering with SOA or such.
