Change has to start early
Typing isn't a conscious activity for most people; it's a motor skill. Children in the US start taking typing classes in first grade, and many of them don't become proficient typists until mid-way through college (myself included) despite 12 years or more of practice. Even after several years of typing on the different configuration of a cell phone pad, it still requires conscious thought to type.

I'm sure we could all learn a new layout, given 12 years of forced, mandatorty practice on the new layout. But that's not something that can be done to adults. If we want to migrate to a new layout, we need to covince schools to start teaching the new layout from the beginning alongside QWERTY.
