Net neutrality can only...
be accomplished by a company divesting the provision of the infrastructure from the provision of the services that use the infrastructure. As long as the same company provides both services there will never be neutrality. These companies have to much at stake in delivering services that ride on the infrastructure that they will use their control of the infrastructure to maintain an unfair advantage over their competitors. They will never practice neutrality.

Without this divesture we are only wasting time and kidding ourselves that something can be done. They will use the idea of "reasonable" network management to make sure they have an advantage. They will interpret "reasonable" any way they have to to get the job done.

The Internet will never be neutral any other way - PERIOD!
