I don't think so
Software falls further behind hardware every year.
From where I seat software is not so much behind.
In just a few years the hardware becomes inadequate to handle all the software we install.
There is also plenty of software that can not be deployed because of the hardware lack of proper resources.
Heck, even today's 'cloud' like file sharing is limited by broadband speed and disk space not software.
