What holds Chrome back?
Chrome is a final browser.
Also, no software is "final" final (or at least it shouldn't be). There will always be bug fixes, and occasionally new features, and you don't expect a software company to be sitting on their asses all day after a version is released. Work on the next version commences (or rather, development never stops).

I think what holds Chrome back is people who are ignorant or resistant to change. The same reason people use IE I think might also be a large factor in people who use Firefox not switching to Chrome or another browser, even if they would love it.
I mean, look: Firefox has a massive amount of positive word of mouth. Everyone in my high school used FF because it was better than IE and everyone talked about it. It reached all the seniors in my high school back in the day, then teachers, then parents. Some people (in my experience) take quite a bit of convincing to switch something like a browser. They were just happy with IE for the longest time (not even knowing of FF). Now that they've heard and started using FF, most of them haven't even heard of Chrome, let alone want to spend time trying a browser when they already have a usable one in Firefox.

Why is Opera's market share so low? Because there is simply zero advertisement (that I've seen anyway) and no word of mouth (I have never heard Opera spoken of used by any person outside of a single SE major at my college). However when Chrome came out in beta, dozens of people started using it, and I was even able to convert a few people myself.

The browser is a complete browser that just needs some more time showing people it's a capable browser. Word of mouth and advertisement have everything to do with browser success, since technical superiority does not often (dare I say never?) determine market share when it comes to mainstream software.
