FSF only sues if they do own the copyrights
... or does the FSF get over by pretending they own the copyrights and stick the cash in their pocket?

If the FSF doesn't own the copyrights, they have no legal right to sue in the first place. And they usually want to ensure compliance with the license rather than grab cash, see e.g.:

for an example of an FSF settlement. Finally, this is hardly the first case a court has had to deal with where it is hard to put a market price on a product, see e.g.:
