And this changes -- what?

The Kindle disables text-to-speech when the publisher of the Kindle edition of a book does not also own the rights to publish the audiobook edition of the book. This is at the publisher's descretion, not Amazon's.

And this doesn't change the fact that they not only can, but have, retroactively changed those permissions.
