VoIP was never proprietary, Skype IS.
VoIP is not and has not been proprietary since almost the beginning. It is Skype's implementation of VoIP that is proprietary. Both their signaling protocol and their Codecs.
Most VoIP systems started out using H.323 standards and then migrated to SIP for signaling.
For Codecs, there are many standard ones out there, G.711, G.729 and others.
The only other widely deployed proprietary protocol is for VoIP PBX handset control and that is headed to standardization under the umbrella of the SIP and or MGCP protocols.
Skype is just finally realizing that the various IP PBX and media gateway vendors were not going to buckle under to them and implement their proprietary version of VoIP
There is no such thing as a free lunch and Skype and the other over the top VoIP providers are finally coming to realize that.
