However there is just enough incentive to keep the carriers honest. Somewhat.

The real power here is that people have the ability to ignore the carrier roll-outs and install a hack or create their own (e.g. the JF ROMs). However most people will not do this. It's not a difficult process to install JF ROM but it is a multi-step process that can be intimidating and inspire some fear of bricking the phone (this can happen if the process is done incorrectly). Also by installing the hack, you certainly lose the ability to request support from the carrier, and also risk the possibility of breaking their rules (not a worry to me seeing as there are plenty of carriers to choose from).

But the few that are willing to use a hack are also the most vocal. And they will call the carrier on the carpet if they abuse their powers too much. And at least T-Mobile is in no position to be giving customers reason to jump ship. So T-Mobile will do what they have been doing, which is to prevent root access on their end while ignoring the fact that people do root their phones as long as they do not have to fix the phones if they get bricked.
