Familiarity
One of the biggest hurdles is familiarity with the operating system. The user has to know where to click to access the web, and where to click to open their documents. If not, then it should at least be very simple and obvious.

I think that in this case, Windows 7 has some problems. Microsoft has done quite a bit of customization after Vista. And since most users still run Windows XP, the confusion will be even greater.
