EUGPL is designed for M$
EU did the work for M$ to allow them to GPL their code without lame excuses.
M$ did not like GPLv3 because they have included copyrighted code from third parties and cross patent agreeements that are incompatible with GPLv3 but allowable under EUGPL.
Should M$ do not embrace EUGPPL, the commision will move on and seize their code.
