Not as big a surprise as you might think
The Defense Department may not have been developing much of their own software (thus insuring a good livelihood for generations of civilian programmers and designers, many of them veterans), but they are used to having access to the source code and there are a disproportionate number of UNIX-heads among DOD employees and contractors, which would (it seems to me) pre-dispose the military in favor of at least using and customizing open source software for their own purposes (they don't have to redistribute it).
