Another perspective
Windows user goes to buy a netbook and has a choice between windows and linux would save $25 by getting the linux one. If that user makes $25 an hour the savings is gone the first time it takes them an hour to get something working that already worked or they already knew how to do in windows. If they make $50 an hour then that time drops to half an hour.

On the other end if you have a small 10 person dev team and they can build their project in 6 months in a windows ecosystem instead of 10 months in an open source ecosystem then how much do you save buying windows server licenses? And how do you measure the opportunity cost if you were developing an online or auction site and ebay comes out 4 months before you're ready?

Often the licensing costs is the cheapest part of the whole thing...
