Communist or not...
...it's up to governments to determine what sort of computer software they want to use on their own systems, like any other institution does. It's not like they're forcing private individuals and businesses (I'm told that there are such things in Vietnam) to follow suit (as far as I know). Now in any Communist dictatorship, official policy may differ from unofficial pressure ("good comrades don't use proprietary software, and we all know what happens to bad comrades"), but that's going to be true no matter what the official policies are (Communist constitutions routinely include the usual civil rights guarantees, but they're also routinely ignored in practice).

In short, what software the government uses is one of the lesser worries of Vietnamese citizens.
