As is well known, a government agency which regulates an industry becomes an advocate for that industry. And scientists have no fewer interests and opinions to advance than other people.

"Corruption" needn't be involved in sympathetic treatment by regulators. Views before appointment can be sufficient.

The same is true of a science advisor. Appoint a climate alarmist, for example, and selected science will provide justification for a political program.

Organizations structure the actions of people, but they don't control them.
