Dell doesn't do this ...
... instead Dell uses the name recognition of the brand "Ubuntu" to sell the computer. Mark Shuttleworth of Canonical has stated this many times that Ubuntu is not a Windows clone, but an alternate to Windows.

Product differentiation in a market of many versions of a competing product. In the world of retail this is normally how products are marketed and sold when products can be substituted rather easy. Cars, televisions, computers, clothing, food, you name it all market their goods using product differentiation.

Why should this be any different with computer operating systems? happy
