Sounds more like a effort at securing EU funding, not exclusion
Looks like a reasonable idea. It does not seem like a very active project though. Their www.sqo-oss.eu site has not had any news for a year.

To me it seems to be claiming it is a lot broader than it is: its not 'Software Quality' it is a small collection of static source code metrics like 'lines of code'. Ohloh provides much more information at this point. At least it is open source.
