Extra flash memory
It would require extra flash memory - over and above the extra flash required to support XP's larger footprint - in order to support the even larger footprint of having dual-boot capability for XP and Linux. Remember - two versions of everything - OS, Sugar (the user interface - not Sugar Linux as Dana said), and productivity applications.

Will Microsoft also include software development tools in that $3 license fee? Or the productivity apps? How about a web server? Database engine?

Hmm, sounds to me like the XP XO will be a lot less capable out of the box than the Linux one...
