I can see both sides. I think it should be up to the individual developer.
In a way, Google IS distributing the software, since customers are using it, even though it runs on the cloud. But, on the other hand, the business friendly ability to do what Google, Ebay, ETrade, and others have done has really helped boost Linux as a platform. The most important thing is prohibiting the sale (distribution) of modified kernels. Google is still a big contributor to the "public" kernel.
