If there are two views which proponents refuse to surrender and if the issue cannot be comnpromised, then conflict is likely.

Microsoft's formats will be approved or not approved. That's not an outcome subject to compromise.

Those advocating greater sales of products other than Microsoft Office see this as their best opportunity to prevent the free market from operating as expected, and so providing commercial advantage. While Microsoft is campaigning to avoid impediments, and will insist that the company's format be approved.

So this comment seems disingenuous:

Of course Microsoft?s competitors would howl, you might say. But we?re not playing red state-blue state here. This is a consensus process. The idea is we all agree, not that you out-vote me.

Microsoft's antagonists could allow the format(s) to become standard and let the market decide fairly. But they will not. They could allow the standards process to operate without lobbying by those not directly involved in presenting and evaluating the materials supplied. But they will not.

Microsoft recognizes the political process and is advocating the company's interest. This political process will be decided by a vote, and with the antagonism demonstrated, the vote will be contentious.

In these circumstances no alternative is possible.
