I think he's correct
Clean room is still the best approach to open source development, which means that Mono's developers cannot allow themselves to be influenced by proprietary code in any way (their job is to implement the protocols, not to copy MS' code and potentially infringe on MS' copyrights). The release of the .NET source under Shared Source is thus of no benefit whatever to open source/free software developers.
