Why is govt needed to force open access?
Whoever wins the auction should be able to use the spectrum as they wish without hassle from the govt. If they want to have "open" access, then they should be able to do it. And if it is such a great idea, they will easily steal market share from the established operators.

If you want new competitors, then simply require that those who bid on the spectrum have no other wireless holdings.
