I don't think that word means what you think it means.
In fact the whole open source movement was designed in opposition to the FOSS movement advocated by Richard Stallman and others.

Open Source advocates aren't opposed to the GPL. They share many of the same goals, respect the GPL, and often contribute to GPLed projects. However, they do accept a broader range of options.
