What exactly was the idiot that came up with this title thinking?

Standards, in this case OpenDocument Format (ISO 26300) versus the Open XML standard proposal (in ECMA: ISO/IEC JTC1) has little if anything to do with Open Source. This is just governments and businesses requiring a published standard for documents to adhere to (similar to SGML, JPEG, both ISO standards and ISO 9001 for Small to Medium Sided Companies). This has noting to do with a development process that allows one to read source code (as with Linux, BSD or Apache, among other projects).
