I see it a little differently
"This is why Microsoft beat the Open Document Format in Massachusetts. The makers of screen enlargers did not support it. They only supported Microsoft's format. So open source could be spun as discriminating against the handicapped."

This statement looks more like Screen Enlargers don't support disabled. They are just there to make a buck on the Microsoft band wagon.

Quite honestly this is false as screen enlargers do support other formats. I have volunteered set them up for the legally blind. It depends which ones you buy I suppose. I haven't see one that's limited to a specific file format but then I also haven't looked. The software and hardware I've loaded was pre-bought.
