Makes perfect sense
After all, we've always given everyone equal say in the definition of terms. For instance, look at all of the countries in the last century who were "deomocratic" or "republics," such as the People's Republic of China, the Deutsche Democratic Republic, the Islamic Republic of Iran, and the various Soviet Democracies.

Likewise many other things that everyone agrees to be in the "motherhood and apple pie" category such as "freedom," "justice" and "peace." Now we can add "open" as something that everyone agrees is good as long as you overlook the fact that they're all using different definitions of "open."
