I really hate it
when people start talking about "LifeCycle". Top-level execs get the plan, and then set out to implement. Problem is, when the plebians are struggling with Step 1, the execs are thinking that Step 3 is complete and they start pushing for Step 4. This is the old "initiative of the month" problem. There is NEVER any follow up BECAUSE failure is NOT an option. Since failure is not an option, communicating failure status is not an option either.
