Your logic doesn't fly...
You say:

If true, then why have the limit? Why not let the "very few" who copy files while watching videos have glitchy playback, rather than introduce a hard limit into your OS which technically affects everyone?

I think this problem is more prevalent than MS is letting on. And if not, then you have to question the judgment of a company that would allow the sub-optimal experience of one user adversely affect millions of others.
