- Apple is the hardware maker

Apple only has ONE hardware platform. Apple is the hardware vendor. PC Makers do apply the proper power settings when they control their own hardware. Not everyone wants to buy an OS and hardware from one company.
Apple also doesn't have Group Policy configuration of power like Vista.
