A bit complicated (no pun intended)
Doesn't it become rather tedious to try to figure out who is connecting to what through where? If it is rather easy and there are only a handful of situations to track for each ISP, then go ahead with your plan, but I would think it might be easier to just have some sort of generic agreement dictating connections are a zero sum arrangement, with the end result being that it all pretty much evens out in the end.

I would think there would be no better way to give these tantrum throwers an incentive to settle this quick than to threaten them with government involvement and oversight if it goes much longer.
