Who said they had to be experts?
No one claimed they should instantly know everything there is to know about another OS. But they should be able to switch and get "up to speed" in a relatively short time. As you said, expertise takes time. But if you are already a programmer in another language or OS, you have a head start on learning another language or OS. You can use knowledge gained from one and apply it to another.
