Yes it is fair to criticize
This was a preventable mistake, and all preventable mistakes are worth criticizing.

However I think the more important question is whether we are overreacting to what happened. And I think we are. A two hour outage (actually less than that) is not worth the amount of energy we have spent on this issue. There are ways to access your GMail e-mail if you plan ahead, such as by using offline IMAP or by using programs that take advantage of Gears (e.g. Android devices use this). If you are going to make yourself THAT dependent on any cloud service, you had better have a backup plan. And Google makes it very easy to implement a backup plan.

I use offline IMAP on my computer and Gears on my Android phone, and I never noticed that there was an outage. I suppose if I had tried to send something I would have had an issue, but a backup SMTP server would have solved that (and I have one).
