The EC is overstepping its authority
Intel, like Microsoft, has always been under fire from regulatory agencies for years. This is just another way for a governmental entity to interfere in a corporation's business practices. I hope Intel draws this out for years; the EU need to be taken to task for interference. These actions are being taken by the EU to assert their dominance over big business, not for them to level the playing field. A government should be there to serve its citizens, not the other way around, and this decision is obvious in its unsaid assertions.
