Uh, there's that CHOICE word again....
Now if the FTC would just pay attention to US consumer rights they'd readily see how consumer choice is being limited.

See if you can find a PC in a store-front retailer that has no O/S on it for sale or one that you can purchase with Linux (that's not 'on the Internet' Folks--I mean 'walk-in' store retailers).

Both MS and Apple are guilty by way of 'Tying'.
