I do understand a need to narrow the support costs
but at the same time I agree that the school or university should not dictate what I purchase for what ever reason.

Part of the problem is that we really have no idea what goes on behind the scene: Is the college receiving funds from Apple (or Microsoft, Dell, et cetera) for promoting their particular product product over another, regardless of my expense?

To now choose what mp3 player will be needed to downlaod lectures or classes is going a bit beyond "basic needs" of a school or university.

That?s an option, but it?s one we do not recommend unless you plan to make a career of computer-assisted reporting. By the time you purchase photo, audio and video software for a PC, you probably will have spent more than you would if buying a comparable Apple Computer. Buy a PC if you prefer to do so, but make sure it is wireless and has Microsoft Office. Almost 100 percent of last year?s freshmen chose Apple computers

Sounds a bit biased. I wonder what the connection is between Apple and the school?
