Not a fan, but....
Not a fan of taxing what for so long has been free, but I do see a silver lining. If email were taxed, or we were charged in some way for each email sent, this might work toward solving the spam problem. For the first time since the concept of email and SPAM, spammers would have to incur the cost of their advertising efforts, hopefully discouraging it as a medium of mass marketing. As of now, that burden is indirectly placed on the recipient because we pay for the bandwidth they use to SPAM us.

Still, this does carry the very same problem SPAM itself carries. if we cannot enforce or somehow stop the proliferation of SPAM, especially from abroad, how the heck would we enforce a tax or other fee on people sending email / SPAM from outside of the US?
