This sound accurate
Based on my experience, what has made home ISP's so ubiquitous is that they keep the price point at a level that the masses can afford it.

I remember the early days of broadband, when you could get an ISDN line... in the beginning it was mega expensive. So to bring it to the masses, they did the same thing as VCR's. Just make it cheap and mostly functional.

What percentage of people thought it was easy to time-record a TV show with VCR? I bet it's the same percentage who think ISP's are doing very well in customer service.

Until those companies become more efficient and dump more dollars to service that pays off to customers, they'll be like every company and waste a good amount of people power on red tape.

That's the price you pay for (relatively) low prices.
