Rather close to the truth
As a co-owner of a company that develops Risk Management Software, we have actually seen this response - when a potential customer didn't get the answer they wanted, they kept changing the software until they got the answer they wanted.

Unfortunately, the risk then happened and because they were not prepared for it, it cost the company dearly.

I would like to report that they learned from the experience, but unfortunately they did not.

Scott Adams (who writes Dilbert) gets so close to the truth. Here is a real example. In March 2007, the UK weather centre advised that the summer would be wetter than average. The UK government response was to cut the funding for flood defences. In the summer of 2007 we then had some of the worst summer floods. But guess what - the government made a profit from the VAT (sales tax) on the repairs.

If anyone is interested in examples and risk management, just Google it - I don't believe in advertising in fora.
