Limitations of the data
The thing you need to keep in mind ? especially when reviewing national data ? is that not only is any job growth diluted across the nation, but the job gain is rarely positively correlated with the jobseekers skilled in the respective field. It's fine to say that an industry gained 33,000 jobs if your point is that the industry itself has remained relatively stable, but the logic is skewed if you mean to imply that there is necessarily a one-to-one fit of jobseekers to open positions and opportunities abound. People may, over time, relocate to where an industry is hiring, but it won't happen in the short term.
