First the GOV decides to make us all purchase new TV equipment. USA doesn't manufacture any.
Then the GOV decides to give(?) vouchers for discounts on TV converters. USA doesn't manufacture any.
Then the GOV runs out of discount vouchers. Can't the USA even manufacture these?

What was the importance of HDTV? Why did America have to buy all this new crap just to watch old home movie blooper shows. Why did the GOV sell the frequencies necessary instead of leasing them, thus insuring an income stream from the usage?
