No I don't think you can purchase a Mac with Windows
installed. But then again since a Mac is not simply the
hardware but the whole widget a combination of software
and hardware made to work together hand and glove a
Mac sold without OSX would in fact not be a Mac. Not
even sure what you would call it... perhaps something
generic like PC:)

I think the argument against HP and Dell is why don't they
sell their boxes without an OS at all? After all there are
plenty of hobbiests in thte world who would love to
purchase a blank Dell and add their choice of WIndows or
Linux distro without paying the tax. The point about the
Mac is it's hardware alone is not a Mac. Still Apple does
provide Boot Camp in it's OS now. So "IF" you have a
windows license you can buy one and just boot into
Windows as you please. Never have to use OSX if again
you choose to do so. Why? I can't fathom but hey it takes
all kinds.
