The good and bad of an IT flea market

What is a Good Resource to find these IT Flea Markets

If any one could share or point me to where I can find these IT Flea Markets at or it there is a list somewhere out there, I would love to know. I'm in need of some IT equipment and I'm on a very very tight budget on the equipment I need. Any help from any one would very much appreciated. Also if any one knows of a company I can find cheap software too that has all the licenses and keys for just about any software from the major company's please let me know too. I'm in search of a few software titles that I need for my project that is up and coming next. If I can't find a way to get the equipment and software in the amount of money I was give for my budget then project could be canceled. I would like to thank anyone that can point me to what I'm looking for.
