Good question. The UK had no choice but to attract investment and develop entirely new industries, for example Nissan in Sunderland, and MBNA in Chester. Many of these jobs were not as well-paid as union-dominated jobs in industries such as coal-mining, but they at least provided employment in regions that could have totally lost their way in a restructuring economy.

One area where the US could be competitive is attracting white collar BPO jobs in industries such as financial services or telecommunications. Of course, investing in alternative energies, hybrid /hydrogen-powered vehicle development is optimal - and will create new opporutnities on a similar pay-scale, but the scale of this is unlikely to be able to replace a large proportion of the jobs lost to regressing industries, such as automotive.

Tough times call for innovative and creative measures...
