Sure they can
The potential sale of Dell's Winston-Salem plant is very
newsworthy here in NC, but even those who oppose any state
incentives for corporations agree that the incentives follow
the facility. If someone buys that plant, and meets the
requirements set for the incentives (number of new jobs,
duration, average wage, etc.), the local and state economy
will continue to benefit and the incentives will continue to be
"paid."
